Tax liability on Cashbook

Sorry, this is a bit of newb question

I'm trying to think how to represent my tax liability on Cashbook.

When I pay a salary I pay an amount to the employee, and an amount must be withheld to later go to the tax man, usually once a month. I've created a holding account for that liability, and presumably I need to journal that amount FROM somewhere. where do i do the debit from?
